My basement flooded and now after the cleanup I decided to remove the tiles. This black stuff is under these tiles in the 1st and 2nd pic but not the 3rd pic.

Should I get a new electric water heater since it’s standing in water?

Sump pump went out and the electric water heater was standing in water. Is this bad? Should I get a new water heater?
