When rerolling, do custom settings not carry over?
Set up a game where Hammurabi and Kupe are removed from leader pools (former makes game go too quick and latter is just annoying for settling on your patch), then rerolled a couple of times.
Find a good start, enjoying game, and 3rd and 4th civs I meet are these guys! What gives?
Does re-rolling lose the leader pool selection, or other settings (also turned off religious victory)??

First time trying to build a resevoir, I have some valves at the base level of the water / river, but it just...keeps climbing? I found putting throttles at the top at least made it look better. What am I doing wrong? Any simple guides to building resevoirs? I followed the steps (or at least I thought I did) I found online, using natural choke points in the river flow, etc.
Edit - the pic is taken from inside the reservoir, so the arrows are pointing in the direction of the flow of the river
