Can we change the instance cost reduction passive from Reaper Points to have a % chance to save a key when fighting bosses that use them? (Legios, Magister, RoTS)

Can block/prefer list be looked at?
Why is it tied to quest points? Should it not be tied to Slayer lvl, with maybe some bonus slots tied to quest points?
