Windows Installer seems somewhat broken and/or faulty in my install, but everything else is fine. Can i fix it without reinstalling Windows itself?

Hi, i've recently downgraded from 10 to 7 with a pt-BR .iso of Windows 7 Ultimate x64 that i got from Internet Archive. I've wiped the drive, installed it through a pendrive, and updated it with Legacy Update. Today i've been trying to get Office 2010 installed and no matter what i do, it keeps throwing the same 1719 error at me, saying it couldn't access the Windows Installer service.

I've tried everything. Office 2013, 2007, no luck, same error. Unregistered and registered the installer service. Nothing. Tried numerous fixes i've encountered throughout the internet, including this one, which, by the way, i don't even have the updates KB3072630 and KB3139923 they say i should have. I also cannot install them through standalone .msu files, since Windows just tells me they're not applicable to my system. Changing the msiserver ImagePath to aim at the SysWOW64 version of msiexec.exe didn't help either, as it just doesn't even start.

I would absolutely appreciate any help or suggestions.
