Spectrum cable tiles like a MF. What gives?

The cable signal at my mom's house is straight up horrible. Every channel tiles/digitizes to some degree, it seems to do it more at night but that could just be because thats when she is watching TV the most. I have replaced the coax from the wall to the box with a brand new cable, made sure the connections were tight, I have replaced the HDMI cable from the box to the TV with a brand new high quality unit, and nothing seems to make a difference. I have reset the box, and i have done very stupid little thing that Spectrum tells us to do when we have an issue like this (checking the coax connection at the wall and box), i have unplugged the box to reboot it etc. Do any of you have any advice on how to combat this issue? (don't give me that "hurr durr why dont you just stream" crap, my mom is old and hates navigating streaming menus and simply wants what she PAYS for to work). I mean for almost $300 a month between cable TV and Internet, I expect a lot better picture than what she has been getting. hell, I can get better picture with a set of cheap rabbit ears and my dad's Directv satellite NEVER has any picture distortion or tiling. Are there coax filters that can help this issue? The box is only 2 or 3 years old. Let me know what ya'll think and if any of you have dealt with this issue. thanks
