Couldn’t get ball joint off for upper control arm, so I cut it with a rotary tool. Still can’t get the stud loose. It almost seems like it’s welded on the knuckle boss or something

Bought this 99 Silverado and it’s perfect body wise except this bad diy paint repair some idiot did on it. Any ideas that won’t involve spending 1,000+ at a body shop?
