I'm Augustus and my unique unit is the Legion, however I've met Lovelace and she also Legions. How?

Is there a tech that allows this? We aren't allies.

The missus has suffered a military defeat but has no coins to pay the 2 coins she loses, must she now sell a building card to raise the funds?

If so, what coloured cards are classified as building cards?
