DEI devs opinion of 'AI uses population' mod?

I'm curious what Q, kam, Summary, and the other developers think of this mod. it has some interesting aspects. But I've read that it makes the game/dei mod easy.

I'm not interested in making the game easy. If it was easy it wouldn't be fun. Plus with preparation and strategy it's not overly difficult to the point this mod would even be necessary.

Admittedly I'm a fanboi of dei. But thats because it's already a fantastic mod. I'm always looking for ways to make things more dynamic. Not easy.

Anyways just curious if anyone knows the big guys feel about all this

campaign bonus objective question

in the fourth chapter of the Kaledonia campaign, the third bonus objective is called "War Paint". To complete this objective you must have 20 of the Pictone Neitos unit type. I have no idea what those are or where to get them.

Since there is a faction called Pictone I even checked there. Anyone know where I get them?

Dignitary skill question

under the Administrator tree the skill: Military Overseer branch reads "... -3% land unit recruitment cost"

Is that bonus applied in all contexts? It doesn't say Local armies or Faction wide. Will all generals benefit from that bonus anywhere on the campaign map?
