i saw his mother maybe 2 times but she's away most of the time and I felt bad for them because it's really hot outside and their mother seems to not give a damn about them, i gave them some water and food and everything was gone is less thanks a day so i kept giving them regularly for the past 2 weeks, anything else should i do and what what kind of bird is this?( KSA region)

i was on my phone today and just saw him staring at me like i owed him some money... and why is he not flying off is he too young for that? ( if you are asking about the region it's Saudi Arabia)

Does anyone know which type of hawks is this and it looks pretty young so i guess it's a really rare find
