This isn't even close. Even in Manipulation, which is going to be the most debatable category, Koji's feats in the Island Exam, manipulating Ryuen for months to emotionally attach Kei to himself, or manipulating Ichinose easily put him above Takuya in Manipulation

Yamanote feat

My opinion on the Yamanote feat:

First of all, let me briefly mention the Yamanote feat.

The Yamanote feat is Light meeting with Raye on the Yamanote line before killing Raye, and that throughout the time he tailed him, he must not get caught on cameras, and in order to do this, he must predict the movements of the people in front of him, to his right, to his left, and behind him, visualize it in 3D in his mind instantaneously, and know the locations of all the cameras on the Yamanote line.

So, is this feat valid?

First, let's clarify one thing: did Light tail Raye or not?

My personal opinion is that Light tailed Raye. But why?

Raye is an FBI agent. Being an FBI agent in real life is really hard, and an FBI agent is skilled in topics like analysis and composure thanks to the training they receive. Light doesn't know Raye very well, he threatens him with a bluff, but I think he has to calculate every possibility.

Considering that Raye is an FBI agent, Light would think that Raye might notice his bluff. If he didn't tail Raye and Raye noticed Light's bluff, he could have reached the FBI via message. Light set up an item to communicate with Raye, but there was no camera or anything on it; if Raye had sent a message, the FBI could have closed off the line's exit. For these reasons, Light tailing Raye makes a lot of sense.

But let's assume he didn't tail him, did Light really need to know the locations of all the cameras and take position by predicting people's movements? Personally, I still say yes. But why?

1st reason: Light's height is 179 cm, which is taller than the average Japanese man's height. This could stand out on cameras. Which matched the body profile of Light Yagami, whom Raye was tailing.

2nd reason: Light was giving commands to Raye via a toy transceiver. Light was a young person, a young person holding a toy transceiver would look weird.

3rd reason: Even though L couldn't access all camera footage in the manga, Light isn't aware of this. From Light's perspective, L can direct all the police and even the FBI, so he will probably reach all the camera footage as well. If in the camera footage, at the exact moment Light said something to Raye, meaning when he talked with the transceiver, he could notice the change in Raye's movements, since L was smart enough to notice Light's first murder even at the beginning of the series.

And additionally, if Light was tailing Raye, he had to look at him from time to time, so L could notice this too.

L's perspective:

"This tall man's face turns towards Raye from time to time, and not only that, he has a toy transceiver in his hand, and his speaking into the transceiver using his collar, and the changes in Raye's behavior at these moments... and this man's physical structure also matches Light Yagami, whom Raye was tailing."

And additionally, if L said that this person could be Light Yagami, he could learn what Light was wearing and what he was doing during the time frame of the event through Light's father, his wife, or his daughter. So for these reasons, Light not showing up on cameras makes much more sense.

What about blind spots?

Honestly, how many blind spots can there really be in Japan's largest station? And leaving this aside, Light and Raye stayed there for a pretty long time, it was impossible to get through every place with blind spots during this time. That's why Light needed to take position by predicting people's movements and know the locations of all the cameras. So in my opinion, the Yamanote feat is valid; of course, how high you scale this depends on you, that's a separate topic
