Irish Water charged me €6000 and are not putting in any effort into the job.

From the get go Irish Water has been a frustrating hemorrhoid to deal with. Nearly 2 years ago, I bought a derelict property in need of waterworks connecting sewage and drinking water to the house. Almost instantly after purchasing the property, I filled out an application to Irish Water. It took me 6 months to get a response. After a tedious year of dealing with them the works have been approved. I made my payment in December, and since then they have postponed the date for the waterworks 2 times, the next date is for next week and that will get delayed as well. The waterworks would require one of the busier roads of my town to be closed for a day. Irish Water gives me the same excuse each time they delay the works. Allegedly, they have had trouble cooperating with the local council to organise the closure of the road. I decided to contact the council myself, and it was revealed to me that there has never been an application submitted for a road closure for my address and that Irish Water has never contacted them in relation to my property.

I am currently renting the home I live in, these delays are costing me a lot of money. The house was derelict and needed to be fully renovated, as of now it’s basically four walls and a leaky roof. I cannot go ahead with renovations until the waterworks are done. There’s always a chance I’ll go homeless despite owning a house. I cannot stand the frustration of waiting any longer. I threatened legal action against the council when they kept on delaying my application for planning permission, and then they instantly approved my application. I am not sure how to go ahead with legal action towards Irish Water. I have no experience in court or dealing with similar matters. Please let me know of anything that might be of help in my situation.
