Any way to access local channels without cable?

Older parents want to save on cable and ended up buying a newer model TV (the kind running on Roku) as an upgrade since their current one is fully incompatible with the types of antennae and internet connections needed for this kind of setup. Been trying various antennae and scanning options which gives us channels but nothing local (I.e. we’re not getting our state/county’s news channels, our region’s ABC broadcast, etc.). Very difficult trying to explain to my father that these services we’re using so far are still live channels, just not the ones directly in our area or region’s network.

Are there any services that show local stations? Roku’s LiveTV service only delivers what I mentioned above and I don’t know which (if any) streaming subscriptions offer this feature. Any specific antenna recommendations also work as well, thank you.

Edit: I can’t respond to all the comments but thank you all for your input, greatly appreciated. I think my folks got a new router and have a friend coming in to help install everything with a new antenna and some instructions. I’ll keep everything yall are saying in mind; again thank you for your help!

When I was in college a year or two back, we read through and analyzed this piece created by an architect as a sort of conceptual treatment in building a "utopia".

The piece broke down the way that people would live their lives within the structure, laid out as this massive straight line boring through a city and bordered by two walls. People from outside the city would clamor to the walls. Inside, the interior was divided into 9 square courts for different purposes. The way life was described in those courts were very sparse and vague, breaking down the way that people normally live their lives into these abstract concepts of what they actually did while living in the structure. The nine circles were a slight allusion to the nine circles of Dante's Hell, and overall the piece was also alluding to how the fight to build a form of utopia would most likely inadvertently cause the construction of something hellish and dystopic. This was also pointed out through how the entire massive structure bisects the entire city without any reason, completely cutting through surrounding boroughs and neighborhoods.

There's pictures within the piece, mixed media collages and photobashing with some more abstract plans to get the point across. I've been trying to find it again, but I don't remember the title and I can't find anything too concrete through googling keywords. Any help would be greatly appreciated.
