One of you know the name of this thing?

It says on the visible part of the label “Thermal expansion relief valve”, but I’ve seen three of these things in lieu of a ball valve for an ITV. When I rotate it 270 degrees to the open position, water flows about what seems right, but I want to know if this is a code compliant ITV. For the record, the outlet has a smooth restricting orifice representative of the smallest head in the system, so that isn’t an issue.

Am I outside of my mind?

I (20M) am a fire sprinkler inspector and service technician (tradesman) making 65,000 before taxes and OT. I live in NC clt area, and currently have $30,000 in I invested savings that I’m considering trying to drop into a starter home. Is it nuts for me to try and buy a house right now? I’m about to move out of my parents place, and I don’t like the idea of renting. Or, should I rent cheap, save a lot, and see if the market dips in the future? I have time, so that seems, historically, like a good bet, but I feel like if/when a housing crash comes, it either won’t be as bad as it used to be, or it will be more universal.
