I’m looking at buying my first bike to learn how to ride and I stumbled across this one at a relatively low price,

The seller has said the only issue is the high idle and I was hoping to hear if anyone might know the solution? I have a lot of time after work every day and enjoy the idea of having to fix it up but don’t want to commit to a ticking time bomb,
