Is this scale or some other damage?

These plants are otherwise healthy but once they reach a certain age they all get covered in this flaky layer. Does anyone know what this is or how I can prevent it?

For reference:

- zone 6b, Louisville, Ky
- full sun 10+ hours a day
- no regular watering except rain
- 100% inorganic substrate
- I’ve had the plants for about 5 years now and they always pup like normal but inevitably will get this all over

Succulent arrangements round 3

Last batch of pics, I promise.

Planted these and wasn’t the happiest with the arrangement as I didn’t feel there is much variety going on like my others. I think this is the final form for this year at least as I don’t want to disturb them too much.

Trying to make my arrangements a bit more dynamic so I’m playing with featuring rocks to add something else interesting to stare at. I’m pretty sure I look at my plants more than I watch tv so I think it’s a good time investment

There are definitely some I stare at much more than others. These are just my newest collection. They’re not in the final arrangements yet but I wanted them to establish a bit more of a root system before I got creative.
