Is it worth it to try and catch event workers?

I used 26 golden balls on this guy and did not catch him. I have probably used about 100 golden balls throughout my entire game and I’ve only caught one worker with them. What’s the deal?

Some of my favorite wagons and wagon-esque vehicles from Greenwich ct over the weekend

Not sure if 3 and 4 count or not but there was a pretty good showing of wagons there for the car shows.
