How screwed are you if fences around pools become mandatory in your area? Also general discussion about the necessity for these types of laws

I'm in Quebec and there will soon be a law imposing a fence around inground pools. Actually all new pools have needed a fence since a few years ago but all existing pools will need one by late 2027. No exceptions

I personally already have a fence so I'm not really affected. However, as I was house shopping, I couldn't help but realize that MANY pool owners will be absolutely screwed when this law finally passes... I'm thinking of oddly shaped pool that snake their way around the backyard, pools that are VERY close to the house, etc.

Personally I'm in favour of any law that can potentially keep children from dying (and pets, and the eldery, and anyone with a mental condition, etc.) but I can understand how it can be incredibly frustrating that a design flaw or aesthetic choice made decades ago could now force you to spend tens of thousands of dollars and/or force you to condemn your pool.

What are your thoughts on this?

Ok, so let's imagine that the whole "No taxation without representation" thing doesn't happen and the thirteen colonies remain an english colony, the following happens:

  • No war of 1812
  • The Napoleonic wars are over a hell of a lot quicker
  • Slavery is abolished in 1833 instead of 1863 at the same time as every other english colony. Thirty more years of freedom, no civil war, no segregation, no radical animosity between north and south.
  • The US still gets its independence, somewhere around the end of the 19th century, just like Canada, New Zealand, Australia, etc. It maintains close ties with the UK just like the rest of the commonwealth which means that...
  • The British empire enters the 20th century furiously overpowered compared to other european countries. World War I either doesn't happen or is over in mere months due to the American manpower and Entente industry
  • No WWI? That means no russian Civil war, so no USSR. No rise of fascism, no nazis.
  • No nazis and no USSR? That means no WWII.
  • No USSR and no WWII? No cold war
  • USA inherits a similar health and social system as the rest of the commonwealth
  • USA becomes a parliamentary democracy instead of the two party kleptocracy it's slowly turning into

So at the end of the day, the USA is still in the winning camp, still the largest economy in the world but none of that bad shit happened.

What am I missing here?
