Am I really locked into poison only or “Nature” spells if I chose Niagara at the start? Or is there a way to gain different types of spells the more I play?

Is this a known bug on PS5? I just got 2 pieces of the angler set and tested it out for about 30 minutes trying to get the 15% damage boost to kick in but with no luck. Tried unequipping and equipping, fast travel, quitting out, restarting…nothing will work. It’s giving me the same damage numbers as if I had nothing equipped. Really a shame because I want to like this game, just a lot of bugs at the moment. The demo was in better shape I feel like.
