Question about Sauron

Just was thinking about this while reading Return of the King(not done yet so please no spoilers) and I was just confused about the ring. As far as I know, after being defeated by Isildur and losing the ring, Sauron lost his physical form but his spirit lingered specifically because of the ring. But what I’m confused about is, what does finding the ring do for the army of Mordo? What do they do with the ring, does them having it bring back Sauron, is he still lurking in some weak physical form waiting to be brought back to full strength by reconnecting with the ring? My overall question is where is Sauron and how is he still influencing everyone without being at his full strength?
