Is it curtain-twitcher behaviour to be bothered by the new floodlights put up across from my flat?

It's quite noticeable in the middle of the night and my flat gets pretty noticeably lit-up by them even if I try to stop it. And they flash like this all night.

Not sure what can be done or if any rule is being broken, but it seems excessive. it's hard to convey on video but they seem a lot brighter than you would usually see, and the flashing seems to be by design rather than a fault.
