How soon does Reddit typically get to their submission requests for developers who's bots need approval?

How can I get an API key as a fresh user who wants the keys for personal use? I have tried for a couple days now and the general form (reddit.com/prefs/apps) consistently resets every time I hit submit. Is there something wrong with the form?
