New To GHL - questions about A2P and marketing to people

i'm setting up an agency account with GoHigh Level for a number of sub-accounts -- primarily focused around Reviews Automation

* If i get A2P verification on a funnel page - does the sub account's website need to have strict opt out language?

* If someone goes to the a website and then calls and doesn't fill out the form - can I text them?

* If a business does not have a website - can we text "Closed Won" businesses?

* Can I send SMS older clients as part of a reviews reengagement? If no, is it best to just email them?

Regretting my purchase

Bought a new Carnival back in May and was doing well. Took a trip from FL to NC over July 4th and on the trip got a check engine light. Ended up being the Cam position sensor. Went to the dealer and got it fixed. Not even a few weeks later the dreaded check engine light turned back on. Took it back to the dealer and now the timing belt slipped a tooth. Waiting on parts and hopefully will be fixed. About 5k miles on the car and two issues already. Has anyone else had similar issues? I'm just worried about the longevity of the car if I'm only 5k miles into it. I had a Pacifica which lasted 8 years, 130k miles and eventually died on me.

They make it seem like its nothing. Not even a senior role and they're asking for 7-8 rounds, including a presentation.
