can anyone identify exactly what sensor the fixed black antenna is on the british navy warship hms duncan?

it sits between the rotating black lrr, long range radar https://en.wikipedia.org/wiki/S1850M

and the rotating grey mfr, multi function radar https://en.wikipedia.org/wiki/SAMPSON

why is it painted all black?
