Sacramental Certificate

I finally had a response today from the church where my G0 was baptized in 1849.

"Hello,

For this research, we ask for a $300 fee payable in advance, and we do not guarantee the result of the research. Also, we are currently in a moving period, so we cannot say when we could start it.

Thank you very much for your understanding."

I sent a screenshot from familysearch of the document requested.

For that price and the "who knows when we'll get to it" attitude, I guess I will just wait for the one I ordered from BAnQ in May and have still not received the request to pay? So much frustration.

Two citizenship scenario questions, which is my Gen0

Scenario1

My dad's grandmother was born in Quebec, 1879. Her whole family had moved to the US by 1895. She moved to Alaska in 1899, married a US citizen and had my grandfather in 1903. She is consistently listed as "Alien" on all census documents until her death. Was her son, my grandfather considered a Canadian citizen since Alaska was not a state when he was born?

Scenario 2

My mom's grandfather was born in 1878 in the US to his Quebec born father and US born mother. They split up and his father took him back to Quebec with him in the 1880s. He lived in Quebec until around 1901 (about age 23). Is he considered a Canadian citizen even though he was born in the US?
