Probably trying to save the token fee at a municipal dump, or simply too lazy to cutup the cardboard and recycle properly, or both.
Furthermore it is clear from the body language that the Indian guy does not care about being admonished, and even argues how the other guy should mind his own business. As if littering is the indian’s sacred right.
