Spotted Plumeria! What do I do?

I've had this plumeria for about 4 years now. It grows back pretty reliably every summer. This year I noticed that the leaves have spots all over them. Hasn't really stopped it from growing, but doesn't look healthy. Does anyone know what to do?

I currently have an old Dell XPS 15 9500 laptop on its last legs. Blasted thing crashes constantly and is slow as molasses. It's about time for me to sink some money into a proper desktop rig. I do not game, so I think I can definitely save some money on the graphics card I think. But I do have some considerations that I'll list in no particular order:

  • My primary use case is productivity. I plan to have multiple IDEs and many many Firefox windows open. This is one of my biggest current pain points.
  • I'm thinking 64GB of RAM with room to expand. My laptop is 32GB of DDR4 and it's definitely not enough. Bad time for RAM though...
  • I will probably get a prebuilt, since prices currently don't justify building it myself. If any Japan-based recommendations lay them on me. I like Sycom but it's kind of pricey.
  • I am interested in the Fractal Design Tera cases. Something minimalist with no LEDs. The smaller the better, I want something low profile without sacrificing performance (my current issue with my laptop).
  • I have a Samsung CRG90 49" Ultrawide 1440p monitor currently. This will continue to be my primary and only monitor.
  • Don't think it matters, but plan to run Arch Linux.
  • Need a good amount of IO, I have a lot of USB devices.
  • Need Bluetooth. Don't need WiFi but doesn't hurt.
  • Not super budget constrained, but also don't want to go overboard if I don't need to.
  • I have an old EVGA GeForce RTX XC Ultra 2060 6GB graphics card lying around, maybe it can be reused? Or maybe it's too old...
