At the crossroads once again

I'm almost 2 years into a Safety Manager job for a company that is experiencing 2x growth this year. I came in and they were on life support. Multiple recordables in the years prior and the culture was non existent. I always come with numbers in interviews to show what is possible if you let me do my thing. I was very clear during the interview process of my needs this helps me hit the ground running. Last year (my first year) 0 recordables, dramatic decrease in vehicle incidents a thriving behavior based safety program and employees that are bought in through outreach, rewards (recognition) and involvement in controlling identified hazards. The last month the wheels are starting to fall off. New Ops VP wants to have a dick measuring contest and is not a fan of safety in general. I found out an employee submitted a 23 hour shift on payroll, an employee from another division was pulled for support with zero safety training that is required for work in that division and finally a large project that kicked off Wednesday I was informed by the VP that the owner told him I am not to go on site... just dispatch to site if there are any incidents (I shit you not). I'm having a tough time dealing with this, I would have been out the door upon learning of any of this stuff (and have) previously. I have a medical issue diagnosed 2 weeks ago and it is the only reason for my hesitation. So, I will resign on Monday regardless of my health situation. I've slept well for the last 23 years knowing I was doing right by those I was charged with keeping safe. Last few days not so much.
