What should I do here? lots of flaking and some rust spots on these bilcos painted 5 years ago with SW Alkyd oil base.

I don't have days to spend on the project nor do I want to grind all the paint off. My plan was scrape what i can, give it a light sanding with 180 or 220 by hand, clean, primer and paint with the same sherwin williams alkyd as original.

What type of primer to get it leveled and stop the rust?
