Effects of 20/20 facilities when you leave a club

So as we all probably know, once you return to a club which you gave >16 facilities in an earlier season, the game will just reset the facilities back to 16/16. However in my current save in estonia I returned to a club which I gave 20/20 before I left and the Estonian youngsters seem to be the quality of a level 20 Youth Acadamy and not a level 16. So my question is, do the levels get reverted to 16 once you leave a club, or only when you rejoin that club.

My final Elite Cup post, after todays elite cup, SPOILER has now qualified voor EWC while SPOILER still has a very very specific scenario in which he wouldn't qualify as shown in the picture

The only other scenarios that could work is if Stufts places 2nd and/or someone from place 18-26 (since 15-17 are all dreamhack top 8) wins the cup. So basically congrats to otaaq already

After today's elite cup, both SPOILER and SPOILER have now officially secured a spot for EWC (I tried explaining my calculations but please ask questions if it's still unclear)
