Proper scaling of Star Rail characters, including highs and consistency
To make sense of how Kafka and DH aren't destroying stars, this post is to line up the highs and consistencies of Stellaron Hunters and Emanators
In Firefly's character story 2, it mentions a bomb thrown into the Swarm Mother's mouth, capable of wiping out a planet
"Finally, an opening was created within the Swarm, and from it emerged the Swarm Mother, advancing slowly. Like a streak of light, she skillfully navigated through the dense swarm, racing alongside her fellow Iron Cavalry comrades toward the mouthpiece of the towering Silver Sting. Just as the Swarm Mother was about to devour her, she closed her eyes, detonating a bomb with enough firepower to obliterate an entire planet."
I believe this was symbolically or literally shown at the end of her trailer to be either the bomb or her own powers, after that she absorbed the Propagation Path power to be able to replicate this planet destroying ability in drastic times. She can't use it in a fight consistently. This lines up with other Firefly feats such as sparring the other Hunters, how she wanted to launch herself into the Reverie hotel. We know she most likely isn't capable of fighting any Emanator one on one too, as none of the Stellaron Hunters besides Silver Wolf are without her cartridge. And we know theoretically Silver Wolf should be more powerful than Firefly due to her Emanator status, yet it felt weird to put Firefly over her due to inconsistent scaling. Asat Pramad should be able to handle Firefly, but we know he's scared of Silver Wolf specifically. It lines up if we assume Firefly isn't destroying planets consistently, only in these bursts. She can only activate this as a sort of bomb or burst, and it doesn't seem to be related to her consistent fighting ability.
Next are the Arbiter Generals, this one is very simple. Feixiao's Spiritus, Flying Aereus, is able to devour nebula clouds.

It could be symbolic, and if it's literal we also don't know if it consumes the entirety of nebula clouds or how long it takes if it does, but if we take it as literally "devouring" nebula clouds, consuming the entirety of them, it puts Flying Aureus and by extent, Feixiao, at the same scaling as other Emanators like Herta, Shuhu, Zulo, Celenova. Lightning Lord is said to have fought off and killed Shuhu several times over, so Jing Yuan scales similarly to Feixiao and the other Emanators
The only Emanators above this level are the obviously cracked ones like Acheron, Cyrene, and Zephyro. But otherwise, the scaling seems to be this:

Note that this is just in raw power and is a ROUGH scaling, and doesn't account for esoteric abilities or insight that can influence matchups, such as the Spirit Whisper. Overall I think this makes much more sense with the Emanators matching Emanators at their specialties and the absurdly powerful Emanators at the top, and regular Pathstriders at the bottom
Bonus:
Evanescia's true form and Hua are in the same scaling and it's consistent with what we know. She was able to reduce mountains to dust and cracked the earth, and both are confirmed Emanators

With a single parry, so she is overwhelmingly strong
