Digital Album sales from streaming should be equal to the lowest play count song on the album

Albums getting platinum because people stream just the popular single is nonsense.

For it to constitute an album sale surely each song has to have been listened to once. Just like if you bought a vinyl or cd. Everyone is listening to each song once.

Same should be true for streams contributing to album sales.

(Not arguing a 1 play of the lowest song is 1 album sale) but taking plays from all songs on the album is ripe for inflated album sales in comparison to historic or physical sales
