Condenser causing electrical panel noise?

Looking for a sanity check on this situation-

I'm about to move in to a condo, and the building is 3 units over a commercial unit, with the HVAC condensers on the roof. My unit is directly over the commercial unit.

My new neighbors on the top floor came by yesterday to let us know that they can hear our condenser unit making strange sounds, and that the noise is bothering them. They also played me a video of strange sounds coming from their electrical panel, and they believe this is related to the HVAC noise. My question is- does this at all make sense? I don't understand how the condenser for my unit could be at all related to a different unit's electrical panel. I have an HVAC technician scheduled to come out in a few days, but my neighbors seem really aggravated by this issue. According to HOA meeting notes, they had been previously complaining about noise from the units on the rood, but noise dampening work waz performed earlier this summer.

We had an HVAC checkup after we closed several weeks ago, but no issues were reported then. Looking for a sanity check and any advice here.

What grows on balconies in Chicago?

Hello! I'm about to have the tiniest bit of outdoor space for the first time- a North-facing porch as well as a South-facing one. I'll have space for a few largish pots and some railing planter boxes, and I'd love to grow something edible. Am I stuck with just herbs, or are there any fruits or veggies I can grow with my space?
