Mutation

Gives the user a series of computer keys on their forearms.

By pressing keys that correspond to different commands, the user can program their body to move in advance. By pressing the enter key for example, they can make themselves jump.

They also decide the delay between pressing the key and the action actually happening, so they can press multiple keys then wait however long and activate them on a dime, causing the actions to happen simultaneously.

With some training and trial and error, the user could learn to program shortcuts to move at superspeed (by stacking multiple bodily actions at the same time) or perform physics-defying parkour like double jumps midair or swinging their legs despite having no leverage.

Drawbacks

Contradictory commands, like swinging your legs forward and swinging your leg backwards, can end poorly. Best case scenario the commands cancel each other out, but stacking these commands can risk your limbs being pulled in different directions which can range from painful to severe injuries.

The keys must also be physically pressed which can be taken advantage of by restraining their arms or simply cutting off their hands.

Semantic Satiation

Emitter

The more the user verbally repeats a word, the less meaning it will have.

This takes effect within a several meter radius, so if the user constantly repeats the word 'fire', the very phenomenon of fire will start to lose its meaning. In other words it will shrink and then disappear eventually.

The user can repeat Pain to alleviate someones suffering, or repeat Weakness to increase the strength of the environment. Words like Death would make it impossible to die so long as the user keeps it up, while words like Life would have the opposite effect--basically draining people of their life force.

Drawbacks

The consequences of removing a word's meaning applies to the user as well, so if they keep saying "strength" they too will become weaker and weaker.

After they stop repeating the word the effect begins to revert, taking the same amount of time it took to lose its meaning.

Inspiration: Semantic Satiation, a psychological phenomenon where repeating a word a lot slowly causes it to lose meaning for the speaker.

Sponsorship

Emitter

The user can establish sponsorship deals between things.

By touching two things with either hand, the user can cause one of the objects to 'sponsor' the other one. This means the aesthetic of the former object appears on the latter object and gives it relevant benefits.

It's hard to explain so let's use an example: the user is standing between All Might and a motorbike. They touch All Might with their left hand and the bike with their right hand. They select All Might as the one giving the sponsorship and the motorbike as the one receiving the sponsorship. This causes All Might's name and colours to appear on the motorbike, on top of the bike being upgraded to near All Might levels. The metal will be as tough as All Might's skin, the wheels can spin as fast as All Might runs, etc.

Drawbacks

Only one 'sponsorship' can be formed at once and it requires consent from the one giving the sponsorship out.

Requires a simultaneous touch to trigger.

Inspiration: sponsorship deals and hero merchandise.

Nominative Determinism

Emitter

Gives the user abilities relating to their name.

Nominative determinism is a theory that people tend to do jobs that fit their name. For instance Usain Bolt being a runner, Scott Speed who is a race car driver, Russell Brain who is a neurologist, and so on.

The exact abilities depend on the individual's name. Someone with the surname "Young" would be given longevity, while someone with the surname "Swift" would get superspeed, though the ability isn't limited to just surnames.

Drawbacks

Not all names have meanings that can be properly converted into a superpower, so if the user is unlucky and their parents give them a name incompatible with Nominative Determinism, they'll never unlock the Quirk.

Dream Interpretation

Emitter

Gives the user abilities relating to the last dream they had.

For instance if they had the ability to fly in their dream, they can now fly in the real world. If they went to sleep and dreamt about having super strength, they would wake up and be superhumanly strong.

Drawbacks

Going to sleep and not having a dream will erase the previous dream power they had. If they didn't have any abilities or special traits in the dream, the Quirk simply won't activate and they will be left powerless until the next sleep.

The dream powers have a cut off point similar to New Order. If the user dreams about being All Might they would possess physical power up to about 3/4 of his, but no further.

Demon Core

Mutation

Gives the user a spherical, metallic organ in their chest cavity, which outputs radiation.

The core circulates radiation which they are of course immune to, allowing them to passively irradiate things around them. By actively straining the core similar to flexing a muscle, the user can emit larger doses of radiation from specific body parts, indicated by a blue glow travelling through their body.

At max power the user can emit a beam of ultra powerful radiation from the Core directly. Picture Iron Man's Unibeam but replaced with Godzilla's Atomic Breath and that's basically the attack.

Drawbacks

The user is protected from radiation, but not everyone around them so the user has to actively contain themselves whenever in social situations. They also have to be careful where they fire attacks and what is left irradiated after a fight so it can be cleaned up (the body circulates radiation so they can suck it back up through contact).

The Demon Core is exposed on their chest making it a rather obvious weak spot. Damaging it would release the radiation inside and basically nuke everything but it would successfully kill the user.

Circulating the radiation into attacks is telegraphed because it visibly travels through the body to the skin where it is released, so any competent fighter could predict where an atomic blast is coming from and dodge.

Comedic Effect

Emitter

Can make almost anything happen so long as they find it funny.

What the Quirk can do depends on the users humour, so if they aren't a naturally funny person it will amount to party tricks at best. A comedian with this Quirk on the other hand would essentially be a looney tunes character.

If they want a joke to stick (aka the effect becoming permanent rather than disappearing the moment they stop laughing) a proper setup and audience will be required. Making other people laugh along with them results in a sort of positive feedback that boosts the Quirk's power, so they have to cater to the audience to perform big moves. Furthermore running gags or simply ones that bounce off each other well can lead to the same power up, but also take longer to set up.

If they are willing to put in the time however, the effects of these jokes are permanent and won't disappear even after the audience and user have moved on.

Drawbacks

The joke has to be genuinely funny to the user otherwise it won't happen. If they are aware of how the Quirk works it could lead them to overthinking a joke or try to force one they don't vibe with which backfires massively. Mind control is also a good counter as it prevents them from thinking so by definition they can't find anything funny. Brain damage can also negate the Quirk for the same reason.

As mentioned two paragraphs above the Quirk doesn't excel at improv, so prep time is usually required to make the Quirk as powerful as it can be.

Since the ability relies so heavily on audience feedback, the Quirk can actually work against the user if their enemy acts as a straight man or plays along with the comedy, since now the user would become the butt of the joke.

Inspiration: Comedian from JJK + Toon Force.

User: Probably some high ranking jester-themed pro hero. Alternatively they could be a killer clown themed villain which would be op as the Quirk becomes fuelled by dark humour. Not sure yet, either way there is a lot of potential for support items since props would be necessary to set up better jokes.

Soul Bond

Emitter

Causes the user to psychically bond with something they truly care about, whether it be a sentimental object or a person.

This bond permits the mutual exchange of power, essentially acting like a positive feedback loop that results in the user and whatever they are bonded to being dramatically empowered.

For example if the user picks up a sword that has been a family heirloom for generations, they can Soul Bond with it to receive power from the sword--making their flesh as tough as steel--while the sword receives power from them, making the metal alive. Intaking oxygen to strengthen itself, slowly regenerating damage like a human body would heal a scratch, etc.

Drawbacks

Heavily depends on what or who the Quirk is bonding with. If the connection isn't real or weak, it can't bring out the full potential of both parties.

Contact is required to activate the ability. Contact must be re established every now and again to maintain it otherwise the bond will fade. Very strong Soul Bonds can delay this, but eventually will fade all the same.

Negative things like pain are shared as well, so if the user's sword is chipped they will feel it as though it happened to them as well. A literal double edged sword.

User: Ronin, an elderly Japanese Pro Hero adopting a samurai motif. He is famous for wielding a 'living sword' cultivated through decades of hero work. The sword can breathe and beat as if a heart was trapped within despite possessing no organs, get stronger through adrenaline, repair itself, detect danger through a gut instinct, and even speak (albeit in very small fragments, like telling it's holder to dodge).

Second Skin

Emitter

Can use any vehicle/inorganic mount as an extension of the body.

Say for example if the user gets into a mech they would bond with it and the mecha could be moved in the same way the user controls their own body.

Rather than having to physically control the vehicle, they move it through thought alone. This cuts down on the delay time that would usually appear as every action would be fluid and instinctual.

Additionally because the bond is physiological the vehicle can benefit from the users bodily functions, so it can be improved by adrenaline, self repair like cells, etc.

Drawbacks

The bond is a little too perfect as it also shares pain, so if the vehicle is scraped or damaged the user will feel it for real.

The Quirk only really shines when paired with an advanced vehicle/mech so the user will likely be limited to standard cars and such for their entire life, or get incredibly lucky and be sponsored.

Information Diet

Transformation

Can alter how much information they can process at any given time.

The user can either increase their information-processing, giving them enhanced reflexes and thinking speed, or decrease it to slow down their perception.

They can even turn off the processing all together to mimic sensory deprivation or bypass information-overload abilities. At full throttle the user can process all of the information in their environment that their brain usually filters out.

Drawbacks

Slowing down perception can be useful for relaxing since it's the same principle as underclocking (in computers), but it also decreases their reflexes so they could be caught off-guard.

The higher they push the Quirk, the more tiring it is for their brain. If they use the fill-information absorption function their brain could be cooked in a matter of minutes.

Seventh Heaven

Accumulation

Causes the user's body to stockpile 'wishing energy'.

(This post is assuming that wishing energy is meant literally and not as a metaphor)

Whenever someone strives for a certain future, whether it be good or bad, minor or major, etc., wishing energy is produced in that person's thoughts. When the wishing energy of a whole population is centred on a single goal, it can bring about real change.

This Quirk causes the user's wishing energy to be significantly greater & easier to accumulate than the rest of humanity combined, making them a one man army of willpower.

They can boost themselves with this energy similar to Full Cowling, reaching near-All Might levels of power. They can leap across city blocks, kick and push off the air to simulate flight (if you've seen Vigilantes picture that seen where All Might saves the sky egg), dish out super strong blows, and more.

The true power of the Quirk lies in its ability to skewer fate in the user's favour. Whenever the user is fighting for a particular future the Quirk will try it's damnedest to bring that future about. The harder they fight and the more they believe in it, the more probable it will be.

Drawbacks

Will take about a decade before they even realise the Quirk exists and another before it becomes top hero material. If they survive this long its growth is exponential and can be boosted further by the rest of the populations wishing energy, but if their potential is snuffed out early the wishing energy goes to waste.

Heavily tied to the user's mental state. If they lose the will to fight or hesitate too often, the Quirk's power can wane.

Probable doesn't mean guaranteed so they still have to fight every inch of the way and set up circumstances to make a specific future happen. Also impossible events are still impossible, so they can't give themselves a new power or warp reality like New Order.

User: Hygge, the number 1 hero of Denmark. Basically a Superman ripoff.

Inspiration: wishing energy itself + lil bit of the power of friendship thrown in.

Death Stare

Can pierce anything the user looks at.

Essentially they can spawn a gouging effect on any object in their line of sight, as if an invisible knife was brought down.

They can spam this move by staring at an object to basically drill through things, or move their eyes across to slash something.

Drawbacks

Requires line of sight and concentrating on something to attack, so a fast moving enemy could throw off the accuracy.

Smite

Emitter

Empowers the user proportional to how righteous they feel.

Whenever the user feels they are acting morally good/still holding onto their convictions, they will experience a power boost. Every bodily function becomes stronger relative to their moral compass, so strength, speed, toughness, and more.

This effect becomes exponentially stronger when they are facing someone they view as not being righteous, with their attacks dealing more damage and their body reinforcing itself to better handle attacks.

Drawbacks

Entirely based on the user's conviction, so attacking the users confidence will weaken them.

Universal

Emitter

Allows the user to exist in multiple places simultaneously.

This works by projecting the user's body into a certain space, as though a parallel universe where the user had chosen a different movement to take was superimposed onto reality.

They can also project parts of their body at a time, like only manifesting a single arm or eye.

Drawbacks

Cannot project body parts into occupied spaces, so they can't telefrag someone.

Mostly limited to 2 locations at a time, but with training & concentration they can increase this number.

User: Ubiquity, a European Pro Hero.

Inspiration: the concept of bilocation, existing in two places simultaneously.

Penaid

Emitter

Allows the user to charge a projectile (small object) with the power to pass through anything in order to reach its mark.

Say the user is holding a gun and wants to shoot their enemy in the brain. They would activate the Quirk by touching the bullets beforehand and when fired, the projectiles would phase through anything except the target's brain, whether it be physical barriers like a shield, defensive abilities like a forcefield, and even the target's own skin and skull. Upon reaching the brain it would re-materialise/solidify and strike true.

Drawbacks

Requires touch to activate. Only effective on projectiles the size of the users hand or smaller, so the maximum projectile possible is probably an arrow.

Once a mark is selected and the projectile is released, it cannot be changed. The projectiles aren't homing or stronger than normal, so they can still be dodged or endured depending on the target.

World Domination

Emitter

Enforces the user's will on the world itself.

If the user believes they own something/have a claim to it, whether it be land, sea, air, or even people, they can exert control over it.

This appears as an invisible field marking their territory, making them the landlord so to speak. Not only do their senses spread throughout their territory, akin to having a surveillance system, but they can physically move and warp things similar to telekinesis.

The strength of the telekinesis is proportional to how valid they believe the claim is. For instance if the user tries to lay claim to a building but the residents fight back, their control would be weakened.

Drawbacks

Resistance can weaken their control, both psychologically and literally.

The user has to genuinely believe they have the right to own something in order to dominate it, so the Quirk takes a very specific type of person to use.

Things that are unclaimed like say a newly discovered island could be assimilated by the Quirk without resistance, but still requires the user to be physically present. The effect can spread through direct contact, so by conquering the sea around the island it would work the same.

User: just a random civilian who isn't aware of the Quirks full potential. They can control stuff they own, like their remote or car, but think that it's simply an unreliable telekinesis Quirk because it doesn't work on everything.

Terraforming

Emitter

Allows the user to manipulate rock and other ground-based materials (dirt, sand, etc.).

They can change the landscape with a thought, lift or flatten mountains, drag people underground, open sinkholes, travel fast by shortening the earth between them and their destination, stir up a sandstorm/dust storm to conceal themselves, and much more.

Speed wise the user can erect rock formation in the blink of an eye, but for anyone with a speed quirk or sensory ability, they may be able to feel the minor tremor in whatever earth the user plans to manipulate right before the actual Quirk activates.

The user can also forcibly condense rock to create more durable material, like crushing a hill into a basketball-sized mass would make it significantly tougher. The only downside is that it is also more heavy, so the users control is weakened slightly.

Range-wise the users control is theoretically infinite, but still travels via vibration (at the speed of sound) and once the tremor passes through an area, the user can only control it for a certain amount of time before they have to reapply the vibration. Furthermore, the tremor is better at travelling horizontally, not downwards, so the user's control is limited to the surface.

Drawbacks

Requires the user to be grounded. They don't have to directly touch the ground like Pixie-Bob, but some part of their body must be on the earth/rock they wish to control.

User: Pangaea, the number 1 heroine in Australia & holder of the worlds strongest earth-based Quirk.

Litigation

Emitter

Permits the creation of a courtroom based on the user's understanding of the legal system.

The building will appear relative to the bench, which appears first in whatever direction the user is facing. If positioned correctly it can even risk destroying other structures nearby because the courtroom takes priority when being formed, so the user has to be in an open space.

The judge is a sentient construct named Lady Justice, basically the embodiment of blind justice in the users eyes. She appears as a blindfolded woman wearing a toga, with scales in her left hand and a blade in her other. Her power is unlimited inside the courtroom, but she is also absolutely impartial until a sentence is decided.

The main property of the courtroom lies in its safety. Nonviolence is literally baked into the rules of the space, just like gravity is for the real world. Aka, no violence can be carried out. Should someone find a loophole, Lady Justice has permission to interfere insofar as to protect everyone else.

After the bench is created, the user can invite up to 12 people to act in 'jury duty'. They will feel a mental cue in their head that, if accepted, warps them inside of the courtroom and forcibly seats them. This jury-summoning effect can be exploited to save civilians or evacuate an area by giving them the invitation before they're hit by an attack or trapped under rubble.

It can perform this same teleportation move on someone they want to prosecute, provided they are within a half-mile of the courtrooms location.

The actual litigation process is the same as standard procedure's (or whatever the user thinks those procedures are), but the resulting sentence is where the Quirk's power comes into it. Punishments include confiscation, imprisonment, and the death sentence.

Confiscation allows Lady Justice to temporarily removes a criminal's belongings, starting with their weapons. If another sentence is carried out, they can then target the criminals Quirk.

Imprisonment permits Lady Justice to amplify the no-violence vow into a no-action vow, making them easy to transfer to a real prison.

Death Sentence is a most severe and uncommon punishment in the Quirk's arsenal, reserved for the worst of the worst. It gives Lady Justice permission to step in and kill the criminal in one of 4 ways, Guillotine (summons a guillotine to lop the prisoners head off), Electric Chair (overloads the body with electricity), Lethal Injection (poisons them), and finally Execution (her ceremonial sword that can vanish away a person's life force upon contact, killing them painlessly and instantly).

Finally, the courtroom can be summoned either partially or entirely. What this means is that they can choose to just summon the gavel to give themselves a weapon, or to conjure the bench to block an attack or give themselves objects to parkour off. In fact, these techniques are technically more energy efficient as they aren't making a building sized construct.

Drawbacks

Summoning parts of the courtroom may be less energy intensive in the long run, but in the moment it takes more concentration which can delay the Quirk momentarily and leave them open to attack.

The user's stamina is drained quickly by the courtroom, so it's best used once a day. Repeated uses will only be possible if they train their stamina a lot.

The Quirk isn't omniscient and neither is Lady Justice, so the user will actually have to provide evidence for why the target of the Quirk is guilty. If they can't prove it and admit to not being certain, the courtroom dissolves.

Obstacle Removal

Emitter

Permits the removal of obstacles in the user's way.

Whatever the user thinks is an obstacle to their goal can be targeted by the Quirk, including people, structures, the weather, etc.

'Removal' in this context basically means 'launch it as far away as possible'. If they think a wall is an obstacle to their goals, it will suddenly be yanked into the air giving them a free path.

If an obstacle returns for whatever reason, like someone strong enough to survive the sudden g force, then the Quirk changes its mode of attack each time. It can teleport individuals to random locations in a 2-mile radius, invert the force to send them into the ground, and even weaken things to make them less effective obstacles.

It can be used to deflect attacks, bust down hideouts, make people think you have telekinesis, and more.

Drawbacks

The Quirk does not activate automatically, so the user has to consciously recognise something as an obstacle in order to remove it.

The sudden 'launch this thing up ten stories' move is the Quirks go to response, which can be overkill in a lot of situations.

Inspiration: one of Ganesha's roles in Hindu mythology, centred more towards mental obstacles than physical ones (possible Quirk awakening).
