beginner: question about inner rings

I've been using books to make some doilies. and I started with needle tatting then switched over to shuttles when they got delivered.

Since I've gotten the hang of shuttle tatting a little, I was trying to work through some of the patterns from the book I borrowed, but now I've been kind of scratching my head because I don't really understand what this means: "the last picot is worked by tying the two ends together to form a picot". How is this picot formed??? I've been trying to search google by typing in the specific sentence but all i get are methods on making drop shaped rings, not a complete inner circle.

I would appreciate some insight on this..!! thank you very much in advance ><
