Why do so many 'interactive kiosks' still feel like glorified web browsers?

A lot of touchscreen kiosks I see in retail, museums, and public spaces still seem to run on browser based signage stacks that were originally made for passive screens. They work fine until you add real interaction, then you start seeing laggy touch response, weird session behavior, scrolling issues, or hardware integration problems.

Wondering what people are using once projects move beyond simple signage loops....thanks
