spekling on passiflora incarnata

northern ky full sun all day.thin layer of dead pine needles to keep in moisture in well draining soil, rain is the main watering method unless in a drought then i water it when the top 2 inches are dry I noticed the spekling a while ago didnt think about it ive noticed it spread slowly and its finaly thriving so now im starting to worry if its being infested
