It follows the British convention of saying that a group is protected and then gives detailed descriptions of methods to subvert those protections.

As predicted, and as is now usual under this Government, it was published at 16:23, just before the House was due to close for the Whitsun recess (21 May 2026 to 1 June 2026). This enables the Government to run away without discussing it.
