Taiwan operates as a de facto independent state despite disputed international status. It built world-class semiconductor, electronics, and manufacturing industries. It maintains its own military, currency, passport, and trade relationships. Taiwan never waited for Beijing's permission to develop. The parallel for Puntland: stop waiting for Villa Somalia's permission to build institutions, attract investment, and negotiate directly with foreign partners. The HSM administration's approval should not be a prerequisite for Puntland's development.

Unlike Berbera (Somaliland) which has attracted DP World investment, Bosaso has not attracted major international port operators. Dubai built its economy on trade infrastructure. In March 2024, Mogadishu signed an oil and gas deal with Turkish Petroleum Corporation (TPAO) granting Turkey exclusive rights to three offshore blocks — with leaked documents showing Turkey can recover up to 90% of annual output as "cost petroleum." The Mogadishu seaport is operated by Turkish company Albayrak Group. Aden Adde Airport is run by Favori LLC. SOMTURK, controlled by OYAK (the Turkish military's pension fund), was granted sweeping authority over Somalia's fisheries licensing — meaning Turkey effectively controls who fishes in Somali waters. Turkey has also deployed F-16s and attack helicopters to Somalia (January 2026), and Camp TURKSOM trains the Somali National Army. Disputes under these contracts must be settled in Istanbul, not Somali courts. This is not a partnership — it is structural dependency. Puntland's oil (Nugaal Valley, onshore) is not in this deal yet, but the precedent is set: Mogadishu will trade Puntland's resources for Turkish political backing.
