Blocked from applying to 1st semester at TUM Aerospace after leaving Uni Stuttgart.

Posting on behalf of a friend.

His background:

  • He is an international student (non EU/EEA) who studied Bsc. Luft- und Raumfahrttechnik at Uni Stuttagart for 4 semesters and then voluntarily exmatriculated due to academic depression (diagnosed by a psychiatrist in Stuttgart if it is relevant) and language issues (since the course was in German).
  • He completed 27 ECTS. He still holds right to examination (Prüfungsanspruch) and did not fail any subject thrice.

Now one year later, he applied to BSc. Aerospace engineering at TUM. He applied to the 1st semester. However, TUM just informed him saying that because he previously studied the exact same degree program in Germany, he cannot apply to the 1st semester.

"You were enrolled at the Universität Stuttgart in the same degree program you are applying for now. If you have already studied in the same or a closely related degree program in Germany, you are automatically placed into the corresponding higher subject semester. Starting in the first semester in this degree program is therefore no longer possible."

But the problem is, he cannot apply to the 5th semester because he does not have the required number of credits. On the application portal it says;

"As you have to start in the 5th semester, we need a transcript with 20 credits per Semester".

He does not have the required 80 credits required to apply to the 5th semester either.

  • Is there no way to apply for this course? What are the specific laws that state he cannot apply to the first semester? I found TUM APSO § 10 and Art. 86 Abs. 3 (BayHIG), but I don't really understand the wordings.
  • Is there any way we can challenge their decision? Because he also applied for B.Eng. Mechanical Engineering programs at several Universities of Applied Sciences (TH Nürnberg, THWS, OTH Regensburg, HTW Saarland, HS Aalen, and HS Kaiserslautern) and was admitted to the 1st semester for all of them. How was he able to get into these universities? Is it because they are B.Eng. courses?
  • Another thing we are thinking of is to apply to the Engineering Sciences or Elektrotechnik course at TUM, get the required number of credits for the 4 semesters and then transfer to Aerospace. But we are not sure if they count as "closely related degree programs". Would this work?
