Looking for Advice on High Dosage RC Use Transition

I have a friend on a very high dose of a former research chemical Benzo - Diclazepam. He is on roughly 20mg per day. He bought these online before they scheduled them and has been using them for years. He has severe health problems and cannot go to a normal treatment center. All his health problems have been documented by doctors, but obviously he is not prescrbed this medicine since it is a RC. He has been on it for years, but is running low on supplies. He has propsensity towards seizures, has severe hormone issues, etc. He is basically bedridden from other health conditions, which means he cannot go to the doctor. He is in his early 30s. He is running low on supplies, the research chemical is now a controlled substance and regular health professionals might be scared off by the high dose.

He tried one telehealth addiction service, which after asking questions for an hour, ultimately said they couldnt help since he was on something "illegal" and he would need to go to an in-person facility, which obviously isn't possible/

Any advice on the type of doctors to seek out or any other potential options here? Thanks
