Predator 212 - First engine build

So I really want to build an engine that’ll get up into high RPM (preferably 60-65 mph) and I want to know if my plan is solid. Im going with a ct200u with aftermarket wheels/street tires as the base, and for the engine I’m using a predator 212 with a billet flywheel and rod, flat top piston, 22 lb valve springs, .265 hot cam, either vm22 or pwk carb, Center-headed exhaust, along with an oil catch can. Does this sound reasonable in terms of my goals and compatibility?

Predator 212 - Blown or fixable?

Came back to my bike after a couple months, Didnt want to start. Compression release doesnt work, and probable vacuum leak on intake manifold. Opened crankcase, found metallic oil and what appeared to be small off-white chunks of plastic in the block. It looked like it came from the governor, but the governor is intact and a black plastic instead of the more common uncolored gear. Compression is good and spark is good, timing is set properly on the cam and crankshaft, valves move as they should, and ive set the valve lash. The main problem I’ve identified on my own is the compression release on the cam doesnt seem to be opening and closing as it should, you have to move it manually both directions which tells me the spring isnt working. Any advice is appreciated, Any visuals can be provided when i get home tonight if necessary

Just got the TG starter casters. set them up exactly as in the video that they posted. started having tons of play in the open bearing joint. What do i do?
