Guy Is this a True Cong Wan (Follow Strength) Chart?or just a normal strong?

So, Im very confused I'm not sure is this a True Cong Wang (从旺) chart structure or just a normal strong? This struggle had me not being able to determine the favorable elements of whether i need wood/water or fire ..ect
