Ethernet Cabling in New Build

We got the keys to our new built, and I could see 4 cat6 outlets in 4 rooms i.e. 2 bedrooms upstairs, living room and dining downstairs. I see 4 unterminated wires in the utility room which I assume would be the ends to 4 cat6 outlets spread across the house.

However, today when I opened the panel beside the cat6 outlet in the living room, i again saw 4 unterminated wires inside.

This has grandly confused me and I need some help understanding. What I was planning was since the router would be installed in the living room, I would take a port from the router and plug it into the cat6 outlet. Then in utility room, i would take the unterminated end coming from living room, and put that in a switch as input, with 3 outs where i connect them to the 3 remaining unterminated wires in the utility room. Now, the discovery of additional unterminated wires in the living room has thrown me off track.
