With the latest update, I read somewhere that some mons change their citizenship. But why is Deoxys defense counted as Kanto?

My most fun run yet, I got lucky so many times with Ring of Arcana.

First I got the glyph that makes you walk faster when no enemies are nearby, so I bow and walk away whenever enemies got close.

Then grim enchantment on bow. Speed augmentation makes the chance for grim to proc much higher. It's like Gatling gun killing enemies.

Then the obfuscation glyph with Arcana, sometimes enemies next to me don't get aggro'd, even when I'm killing something else.

RoA is officially my favorite item now.

With the announcement of new items coming, I figured I should grind for the Grandmaster Researcher achievement. What am I missing here, and is it rare?
