Trouble Understanding the Politics in The Pride of the Temp: S1E7 "Haken Bento"

Apologies for pulling up a show that is likely old to most of you. It was only recently added to Netflix in my country of residence, and I have absolutely fallen in love with it.

Also, kindly no spoilers for Season 2. I will be watching that part for the first time soon.

Could someone go into detail about why Satonaka was in so much trouble for putting Mori's name on the Haken Bento proposal? I've tried searching in Japanese, and the only explanation I've found is that a temp should not have been able to submit a proposal (and won), even though the rules technically state she was eligible to do so. This seems to me like a mismatch in severity between the "crime" and the "punishment," especially when most Japanese companies have rights over all employees' creations during their contracts with the company regardless, so it's not as if Mori's credit would need to be made public outside the company anyway. (Although, this last point is not specifically brought up in the show.)

It also bothers me that Director Kirishima seems to have such a heel turn when earlier in the season he was the one trying to calm down the contract employees, saying something like, "Permanent workers, temp workers, we're all workers here." Or is this kind of inconsistency a bit like Shoji's respect for Haruko that disappears at the beginning of each episode according to the needs of the plot?
