Any information about what this is?!

I'm not even sure if this is considered vintage (sorry if it's not), but I found this lure and was wondering if anyone knows who makes this and what this is? I can't see any markings on it so it might just be a generic brand.

Can this be tumbled or will it break?

I am wondering if this would tumble well or if it would just break apart? It is an awkward shape and it gets thin on the edges. I like the colors so I am hoping it will work! Any thoughts?

Is this a rock or a piece of bone?

How to tell if something is worked or natural?

I have found a number of rocks lately that seem like they could be a scraper or nothing at all, but I have no idea how to tell. I have tried doing research but am still unsure. Does anyone have any idea?
