R/Logan river buffer zone violated by city?

New sidewalk from Main Street to First West is along south edge of South Branch of the Logan river. Every tree was removed, including possibly a mature American elm tree that is coming back from its roots . Bad weeds are coming back. It seems like this violates the 100 ft and 40 ft riparian buffer zones in effect the last few years.
