Hey all, looking for some clarification on the setup of Act 2 and Act 3 in Blighted Reach.

We are in the middle of our first campaign. The tear down and setup is pretty clear except for 2 things:

1. Do you add more free cities /starports in get Act2/3 setup? If so, where do they go?

2. Do you add 4 more Lore cards into the deck in Act 2/3?
