Help - why does my skirt look like this?

The black skirt is my first attempt at a skirt. I washed it, put it in the dryer, and it just looks weird and too wrinkly. I ironed it, but it still looks off. It feels wrinkly or wavy even after I ironed it. This fabric is 100% cotton that I got at a regular fabric store, the thread is polyester. Does anyone know what I mean? It looks not like other clothes. I don't know if there are better words to describe what feels off about it.

The blue skirt is my second attempt at a skirt, and that one is much better. That one came from deconstructed pants that are 97% cotton, 3% elastane.

My goal with sewing is to be able to have cute clothes that aren't made of polyester. So far the only thing I've learned is that if I go to a regular fabric store all they have is fabric for quilts that makes a skirt look weird. What do I need to look for when buying fabric or sewing so that it doesn't look Like That? Does the second skirt only look better because its 3% elastane and it's actually impossible to have cute clothes that aren't won't give me microplastics?????? Where are people shopping for fabric? I thought the right move would be to go to an in person fabric store so I can see the colors and feel the textures, but they only had one texture - the one you use to make quilts and little placemats.
