Any way to actually get response to a bad experience?

I had a case recently where the National employees had run out of vehicles, and apparently had gone home before closing time due to it. Got there with no employees anywhere, no cars to fill my reservation. Not even a note anywhere to explain the situation. Wasn't the only one. Had to get a last-second hotel, Uber there, Uber back in the morning, and still wait for a car in the morning long after their opening time. Additional costs of 2 hotel rooms (me and coworker), and the Ubers. And of course missed my customer meeting in the morning.

Was told in the morning that the manager would contact me. Never did. Went to customer support, they offered a few free days which covers half of my extra cost. Didn't accept, was told that the regional manager would contact me. Never did.

Is there any real way to get service from National in such a case?

Annoyed since I use them mainly for better service than others, and then they can't even own up to mistakes. At this location, will definitely never use them again regardless. But would obviously expect to be replayed the costs they caused me.
